Not that the Dems help. A few of them are quite good, though. So blaming &quot;these people&quot; doesn&#039;t really help, either. The problem is there is virtually no accountability, as they are easily reelected most of the time by constituents who barely know who their legislators are.</description>

		<description>Prop 13 was passed years ago. A  lot of us didn&#039;t even live here then. The structural problems of the legislature are very difficult to overcome -- the two thirds rules in particular. We&#039;re at a very divisive point, with the rural and urban communities really fighting it out. Funny thing is the rural areas who think they are so independent take more state funds per capita than the urban areas do. Ironic.</description>

		<description>The truth is, Californians voted themselves into the mess they are in. I do not, by saying that, forgive their jerk politicians (who, like the feds, love expediencey and enriching developers over anything). Prop 13 is coming home to roost.
